The University is madeup of nine academic divisions, Sheridan Libraries, the AppliedPhysics Laboratory and several other divisions and institutes. TheUniversity Budget Office manages the development, monitoring andanalysis of the University’s Operating and Capital Budgets andFive-Year Plans working collaboratively with staff and managementthroughout the divisions and centraladministration.IntroductionUnder the supervision ofthe Senior Director of Budget, in the University Planning andBudget Office, the Budget Officer will provide support for theUniversity’s operating and capital budgeting processes, the TrusteeQuarterly Reporting process, as well as participate in otherUniversity budget, planning and financial analysis tasks andinitiatives.Essential JobFunctionsI. BudgetPreparation: Participateinthe formulation and development of the UniversityOperating Budget and Five-Year Plan. This includesdevelopment of planning guidelines for divisional andUniversity operating budgets, review and analysis ofallbudget documents in preparation for meetings with the University’sProvost, Senior Vice President of Finance and Administration anddivisional deans, as well as follow-up discussions to ensure theaccuracy of all submissions. Support the University budget processby creating budget templates and other documents used by Universitydivisions to submit budget information. Prepare data files,divisional summaries, and briefing presentations regardingdivisional and University operating budgets using SAP, MicrosoftOffice products, and other budget preparation tools. Coordinatewith senior University leadership, the Associate Vice President ofPlanning and Budget, the Senior Director of Budget, Finance andBudget Office staff, and other University staff to prepare thefinal Operating and Capital Budget and Five-Year Plan presentationsfor the Trustee Finance Committee and full Board ofTrustees.II. Capital BudgetReview and Analysis: Develop business plans for majorcapital projects in collaboration withtheJohns Hopkins Facilities and Real Estate staff andthedivisional business offices to ensure financial capacity as well asprogrammatic need.III. FinancialReporting: In collaboration with the UniversityController’s Office, assist the Senior Director of Budget and otherstaff in the preparation of University quarterly reports forpresentation to the University Trustee Finance Committee. Thisincludes review and analysis of the operating results of allassigned divisions. Recommend and implement improvements toquarterly reports. Work closely with General Accounting to ensurealignment of the University’s Modified Cash Reporting with theUniversity’s General Accepted Accounting Principlesreporting.IV. Budget andFinancial Analysis: Analyze budgetary and financial trendsas well as performance of assigned University divisions. Thisanalysis requires technical and substantive review of divisionalbudget and financial material, independent research andconsultation with divisional leadership and staff. Analyzevariances from budget and divisional projections to prioryear-to-date, current year-to-date and year-end close actualresults. Work with divisional staff to develop recommendations forthe improvement of divisional financial performance. Preparepresentations and memoranda for senior leadership summarizingresults of analyses.V. SpecialProjects: Conduct in-depth research and analysis onfinancial, organizational, and budget issues and initiatives toprovide senior leadership with information and recommendations, asassigned.VI. LeadAnalyst: Advise the Senior Director of Budget andAssociate Vice President of Planning and Budget on matters relatedto the University’s Operating Budget. Assist the Senior Director ofBudget in improving the budget planning and reporting processes,inclusive of system enhancements, to improve the analytic capacityof the budget team.
